If you haven't received your game, there's a brief online manual. It's much more limited than the paperback one, though.

If you create a PVP character you can go there. It's south of Ascalon post searing. The first stage of it is The tomb of Primevil Kings, and you need a full group of 8 for it.

Uh... some of the guilds from the beta events are already controlling HoH. Heck, you can make a premade PvP and jump straight to the tomb to participate.
